Purchasing Specialist

We are looking for a Purchasing Specialist for our partner company - HayPass. The Purchasing Specialist will oversee procurement operations and vendor relations to ensure efficient purchasing activities that support HayPass’s operational needs. The role requires strong organizational skills, market knowledge of suppliers, and the ability to build and maintain positive vendor relationships. The Purchasing Specialist will also collaborate with the Finance team to ensure timely processing of purchase documentation, invoice tracking, and cost alignment, but the core focus will remain on purchasing excellence and supplier management.

HayPass is the company which entered public private partnership with the Armenian Government to implement the new biometric ID management infrastructure and ID card project. 

HayPass will then operate the infrastructure and deliver ID Services to the Citizen of Armenia (on behalf of the Ministry of Internal Affairs) for the next 11 years.​​

Reporting line: Reports to Finance Manager

Primary Responsibilities

​

  • Manage end-to-end procurement processes, including supplier identification, quote analysis, purchase order creation, and timely delivery follow-up.

  • Build and maintain strong relationships with vendors and suppliers to ensure quality, reliability, and competitive pricing.

  • Monitor supplier performance, resolve issues, and support long-term partnership development.

  • Stay informed about supplier markets, trends, and pricing to support cost-effective procurement strategies.

  • Maintain accurate procurement records and data, ensuring compliance with HayPass’s internal procedures and relevant Armenian laws and regulations.

  • Collaborate with Finance to ensure smooth invoice processing, payment tracking, and budget alignment.

  • Support audits and reporting by providing relevant procurement documentation.

  • Partner with internal departments to understand procurement needs and deliver timely solutions.
     

Required Skills and Qualifications

  • Bachelor’s degree in Business Administration, Supply Chain, Finance, or a related field.

  • Minimum 2 years of relevant experience in procurement or purchasing roles.

  • Strong organizational, negotiation, and vendor management skills.

  • Knowledge of procurement processes and familiarity with supplier markets.

  • Proficiency in Microsoft Office, especially Excel.

  • Fluency in Armenian and working proficiency in English.
     

Optional Skills & Qualifications

  • Experience with Armsoft or other procurement/accounting software is a plus.

  • Familiarity with customs regulations and import procedures.
