Production Manager

We are looking for a  Production Manager for our partner HayPass who is responsible for overseeing all production activities related to the personalization and delivery of ID documents within a high-security environment. This includes managing production systems, supervising staff, ensuring compliance with international standards, and optimizing operations. The Production Manager ensures that identity documents are produced, personalized, packaged, and delivered securely, efficiently, and in line with HayPass’ commitments to the Government of Armenia.

HayPass is the company which entered into public private partnership with the Armenian Government to implement the new biometric ID management infrastructure and ID card project.

HayPass will then operate the infrastructure and deliver ID Services to the Citizen of Armenia (on

behalf of the Ministry of Internal Affairs) for the next 11 years.

Primary Responsibilities

Production Management

• Lead and oversee the entire lifecycle of document personalization from the receipt of blank ID documents to the secure dispatch of personalized documents.

• Manage production scheduling, prioritization of volumes, and distribution across facilities.

• Supervise graphical and electronic personalization, packaging, and distribution according to approved parameters.

• Ensure timely delivery of ID documents, meeting operational KPIs and customer expectations (e.g., On-Time production as per SLA, On-Time Delivery).

 

Process & Systems Optimization

• Implement and manage new production systems and workflows in line with the PPP.

• Contribute to the development of new ID and integration of customer needs with at least 2 of the international standards (ISO 9001, ISO 22301, ISO 27001, ICAO, ETSI, eIDAS, PCI CPP).

• Continuously monitor & improve production efficiency, cost-effectiveness and security.

 

Security & Compliance

• Maintain strict control of blank and personalized ID document stock.

• Enforce high-security procedures throughout all production processes.

• Ensure compliance with HayPass internal procedures, national laws & international standards.

• Report irregularities or breaches immediately to C-level management.

 

Team & Resource Management

• Organize work schedules, assign tasks, and oversee performance of production staff.

• Mentor, evaluate, and support team members to promote a culture of responsibility and continuous improvement.

• Ensure proper training and knowledge transfer within the production team.

 

Reporting & Documentation

• Provide timely and accurate reporting on production metrics, including KPIs and tors.

• Document production processes to support audits and continuous improvement.

• Communicate effectively with Operations Management, Quality Assurance, and other stakeholders.

Required Skills & Qualifications

• Engineering diploma or university degree (specialization in IT Systems or Operations Management is an advantage).

• Proven management experience in production, ideally within secure environments

• Strong technical knowledge of production systems, logistics, (mechanics or electrics is a plus).

• Familiarity with at least ISO standards (ETSI, eIDAS, and security regulations are a plus)

• Excellent leadership and organizational skills; ability to manage teams under pressure.

• Strong communication and presentation skills.

• Fluency in Armenian and English (verbal and written); knowledge of French is an advantage.

• Demonstrated autonomy, integrity, and accountability.

Optional Skills & Qualifications

• Familiarity with IT systems used in production environments.

• Exposure to project management approaches or continuous improvement practices.

• General understanding of physical & logical security principles in relation to production systems.

Working Conditions

• Work is carried out in a high-security production facility.

• Position requires availability and flexibility, particularly during peak demand periods.

• Working hours adapt to Government and project operational needs.
