HR Officer

We are looking for a HR Officer for our partner HayPass. Under the leadership of the HR Manager, the HR Officer's role is to manage and drive all usual aspects of the human resources domain including compliance to Armenian law. The HR officer shall also contribute to the development of a citizen-centric culture all across the organization.

HayPass is the company which entered into public private partnership with the Armenian Government to implement the new biometric ID management infrastructure and ID card project.

HayPass will then operate the infrastructure and deliver ID Services to the Citizen of Armenia (on

behalf of the Ministry of Internal Affairs) for the next 11 years.

Primary Responsibilities

Employee Relations: 

  • Serve as a point of contact for employees regarding HR policies, procedures, and issues. Address employee concerns and mediate conflicts as necessary.

Staffing & Recruiting

  • Maintain the work structure by updating job requirements and job descriptions for all positions

  • Manage the recruitment process, including posting job openings, screening resumes, conducting interviews 

  • Counsel hiring managers on candidate selection and Onboarding new employees

Labor Law & Regulations

  • Ensure legal compliance by monitoring and implementing applicable human resource regulations and conducting investigations when necessary

  • Enforce management guidelines by preparing, updating, and recommending human resource policies and procedures

  • Maintain accurate employee records by designing a filing and retrieval system and keeping past and current records

Training & Development

  • Assess training needs to apply and monitor training programs within the human resources department

  • Coordinate employee development programs to enhance skills and career growth.

Performance Management: 

  • Assist in the performance appraisal process, providing guidance to managers and employees on performance-related issues.

Company Culture 

  • Promote a culture of high performance and a sense of customer service across the whole organization. 

  • Promote company core values across the entire organization 

Employee Wellness & Safety

  • Develop and implement HR policies and procedures to promote a positive workplace culture and ensure fair treatment of all employees.

  • Nurture a positive working environment

  • Implement workplace safety procedures and execute best practices to manage risk

  • Administer employee benefits programs such as health insurance.

Required Skills & Qualifications​

  • Ability for teamwork in a team with transparent information sharing 

  • Good knowledge of Armenian labour regulations 

  • Excellent communication skills (both verbal and written and both in English and Armenian language) with ability to interact effectively with employees and management.  

  • Organizational Skills: Strong organizational and multitasking abilities to manage various HR functions effectively.

  • Problem solving skills, with ability to address and resolve employee issues and conflicts in a constructive manner and ability to foster a positive work environment

  • Passionate and motivated person who can work with autonomy, build relationships and demonstrate empathy. 

  • Ability to follow / enforce documented procedures for administrative related matters. 

  • Flexible working hours aligned with the project requirements

  • 2+ years’ experience in the domain with a strong understanding of HR practices and employment laws.

  • Experience in working with HRIS and data management.

  • Educational Background: Degree in Human Resources, Business Administration, or a related field. â€‹
