Contract Management Officer

Our partner HayPass is looking for a skilled and detail-oriented Contract Management Officer to join their team. This role is essential to ensuring strict compliance with contractual commitments throughout the Public-Private Partnership (PPP). The Contract Management Officer will play a key role in safeguarding HayPass’ position in the event of deviations, potential disputes, or litigation involving clients, partners, or suppliers.

Working closely with the CEO and leadership team, the Contract Management Officer will provide legal and contractual expertise to support the successful execution of the PPP contract and contribute to HayPass’ long-term growth and stability.

HayPass is the company which entered public private partnership with the Armenian Government to implement the new biometric ID management infrastructure and ID card project. 

HayPass will then operate the infrastructure and deliver ID Services to the Citizen of Armenia (on behalf of the Ministry of Internal Affairs) for the next 11 years.​​

Reporting line: Reports to Administrative Manager (Quality & Performance)

Primary Responsibilities

​

PPP Contract Management 

  • Understand HayPass general contractual obligations from compliance, legal, and implementation logic point of view and support the organization to adhere to them. 

  • Follow up of contract execution with focus on the fulfillment of both HayPass and Public Partner obligations. 

  • Ensure that the contract(s) comply with contractual commitments and applicable regulations; alert HayPass management team in the event of risk or deviation.

  • Support the elaboration and negotiation of change requests. Interact with the concerned department within HayPass and with Shareholder’s legal team  as needed. 

  • Define the approval chain process and prepare documentation necessary for the approval by the individual internal parties in compliance with Haypass’ policy. 

  • Management of the Contract library – securely store, organize, and retrieve all contracts, Acts, and official documentation.

  • Elaboration and/or review of HayPass correspondences to the Public Partner in relation to contractual terms. 

  • Act as point of contact with the external law firm.
     

Suppliers Contract Management 

  • Review and elaborate subcontractors’ and suppliers’ contracts with particular attention to the terms and conditions related to legal and general contractual obligations, in coordination with the Legal Departments of the Shareholders. 

  • Support business in resolution of disputes with subcontractors and suppliers. 
     

Compliance and Risks 

  • Ensure NDAs are in place with all stakeholders in compliance with PPP obligations. 

  • Ensure liaison with Trade Compliance Officer from Shareholders regarding any Trade compliance matter. 

  • Develop and maintain a Risk Register with associated mitigation strategy. 

  • Ensures compliance with HayPass policies and procedures applicable to contracting and contract management; that includes liaising with the Legal department and other functional stakeholders within Haypass for review and approval of unusual terms.

  • Maintain awareness on Armenian law related to PPP.

Required Skills

​

  • Fluency in Armenian and English (written and spoken) is required.

  • Ability for teamwork in a team with transparent information sharing.

  • Attention to details and strong organizational skills.

  • Good knowledge of Armenian regulations and Law. 

  • Excellent communication skills (both verbal and written and both in English and Armenian language) with ability to interact effectively with all legal stakeholders. 

  • Problem solving mindset and ability to resolve disputes.  

  • Ability to follow / enforce documented procedures for administrative related matters. 
     

Required Qualifications

​

  • Minimum of 2 years of experience in contract management, legal advisory, or a related field.

  • Degree in Law (LL.B. or equivalent) from a recognized university or law school, or a comparable qualification.
