We are looking for a Chief Executive Officer (CEO) for our partner Ecopack.
About company
The “Ecopack Armenia Producers Responsibility” Foundation was established in March 2025 with the aim of promoting the implementation of the Extended Producer Responsibility (EPR) principle.
Within the framework of a pilot program, a comprehensive packaging waste management system is being introduced in the Hrazdan community. This system includes the separate collection, transportation, sorting, and recycling of paper/cardboard, plastic, glass, and metal waste.
The program is implemented in cooperation with and with the support of the Hrazdan Municipality.
Primary Responsibilities

Initiate, support and overview pilot projects for the collection and treatment of packaging.

Negotiate the terms of collaboration with local authorities and waste management operators to achieve the targeted outcomes.

Identify, evaluate and propose technical standards for equipment and processes for the collection and treatment of packaging.

Overview, monitor and report on the results for pilot projects.

Propose, evaluate and manage information and educational initiatives to promote sorting at source by the citizens. Overview the work of communication agency(ies).

Utilise volunteers and CSOs to amplify the messages of the communication campaigns.

Support the design and launch of Extended Producer Responsibility System processes and requirements to achieve environmental compliance.

Lead the process of developing a business plan for a Producer Responsibility Organisation (PRO) and an application for accreditation, and work with the Board to negotiate the terms of the license of the PRO with the authorities.

Prepare Job description and cooperate with the Board to employ key staff of the PRO.

Manage cross-functional project team to respond to new environmental requirements.

Work cross-functionally to manage compliance awareness and raising programs in Operations.

Interact with multiple stakeholders including Government Agencies, Local Authorities, EPR members to communicate on operations and represent data/metrics information and reviews.
Required Skills & Qualifications

Bachelor's degree or equivalent in Economics, Engineering, Environmental Science, or related fields.

Proficiency in verbal & written communication in English.

5+ years of experience in project management on data analysis, or regulatory consulting

Work under pressure and tight deadlines.

Collaboration, ability to influence others without having positional authority, negotiation, determination and resiliency.

Experience working cross-functionally with technical and nontechnical individuals.

Experience in the delivery and operation of technical projects or processes.

5+ years of experience interacting with stakeholders (Regulatory Bodies, Suppliers).

Ability to prioritize and deal with a dynamic business environment.

Strong analytical thinking and problem-solving, ability to convert strategy to operation, continuous improvement capability, sensitivity to details, and exceptional organizational skills.

Ability to use hard data and metrics to back up assumptions and develop business cases.
Preferred Qualifications

Experience in regulatory compliance management.

Experience in the management of logistics and supply chain.

Advanced Excel Skills (complex formulas, VBA),

Experience in Finance/Procurement (budgeting, cost tracking),

Broad experience applying data-driven decision-making across multiple industries,

Strong drive to question the status quo and learn new topics and skills.

Master’s degree, MBA, or Project Management Certification (PMI)
